Through SUSTAINED, Moving Toward Cleaner Maritime Transport
Jakarta, 13 August 2025 — The Ministry of Transportation, in collaboration with the Government of the United Kingdom through the UK Partnering for Accelerating Climate Transition (UK PACT) program, is working to accelerate greenhouse gas (GHG) emission reduction and develop low-carbon transportation in Indonesia. This collaboration involves the Institute for Natural Resources, Energy, and Environmental Management (IREEM) as one of the implementing partners, through a program called SUSTAINED (Scaling Up Strategies for Transforming Actions in Energy Efficiency and Carbon Reduction in Buildings and Maritime Sector).
As part of the program, a coordination meeting was held at Hotel Mercure Jakarta Sabang to align the UK PACT Phase II work plan and agree on follow-up actions. The meeting was opened by the Sustainable Transport Management Center (PPTB) of the Ministry of Transportation together with the British Embassy in Jakarta, and attended by representatives from the Directorate of Energy Conservation of the Ministry of Energy and Mineral Resources (MEMR), the Secretariat of the Directorate General of Sea Transportation, the Directorate of Ports of the Ministry of Transportation, the Directorate of Shipping and Seafarers, the Maritime Human Resources Development Agency, PT Pelabuhan Indonesia (Pelindo), port authorities around Jakarta, shipping companies, and technical experts.
The discussion covered four main agendas: training and certification for energy managers, preparation of a guidebook on energy efficiency practices in the maritime sector, capacity building on energy efficiency, and a gap assessment of energy management implementation in the maritime sector. The mainstreaming of energy management is in line with Government Regulation No. 33/2023 on Energy Conservation, which emphasizes energy efficiency in the maritime sector, and Minister of Transportation Regulation No. KM 8/2023 on the Strategic Plan for Energy Mitigation in the Transportation Sector.
Through the SUSTAINED program, Indonesia is expected to strengthen energy governance in the maritime sector, reduce energy consumption, lower GHG emissions, and encourage the adoption of sustainable green technologies. The meeting concluded with an agreement to start the training and certification for energy managers in late September 2025, while the maritime energy efficiency guidebook is targeted for completion by the end of 2025 and will be disseminated starting in 2026 as a concrete step toward low-carbon transportation in Indonesia.
