Supporting Energy Transition in the Maritime Sector: FGD on Shipping Profiling & Gap Analysis

The Institute for Natural Resources, Energy, and Environmental Management (IREEM), together with its consortium partner Traction Energy Asia, convened a Focus Group Discussion (FGD) on Shipping Profiling & Gap Analysis at Hotel Mercure Jakarta Sabang. This activity is part of the UK PACT Melaju project, a collaboration between the Government of Indonesia and the Government of the United Kingdom coordinated by the Ministry of Transportation. The event brought together regulators, shipping industry players, energy producers, academics, and international partners to deliberate on the energy transition in the maritime sector.

The purpose of this FGD was to conduct a comprehensive mapping of Indonesia’s current vessel fleet, including the identification of ship and engine types in operation and their compatibility with alternative fuels; analyzing fuel consumption volumes in logistics and passenger vessels; assessing cost structures and voyage revenues; identifying emission factors from conventional fuel use; and conducting a gap analysis between current conditions, international standards, and national energy transition plans.

The discussion was attended by 36 participants representing various sectors and stakeholders. From the regulatory side, participants included representatives of the Ministry of Transportation, namely the Center for Sustainable Transport Management (PPTB), Secretariat of the Directorate General of Sea Transportation, Directorate of Shipping and Seafarers, Directorate of Sea Traffic, and Directorate of Ports. In addition, the Ministry of Energy and Mineral Resources (Directorate of Bioenergy) and the Coordinating Ministry for Infrastructure and Regional Development also joined.

From the shipping sector, PT PELNI and PT Dharma Lautan Utama were represented. Research institutions and academia were represented by BKI, BRIN, and ITS. The energy and technology sector included PT Yanmar Diesel Indonesia, Pertamina (Patra Niaga, Subholding Power & NRE, and the biofuel team), APROBI, PT Bali Hijau, and Pupuk Indonesia.

This FGD served as a platform to align perspectives among government, industry, research institutions, and international partners in formulating more sustainable maritime energy transition strategies, particularly in relation to alternative fuels.
