Directorate General of EBTKE Promotes Energy Efficiency through Visits to Inspirational Buildings
On Friday, December 13, 2024, the Ministry of Energy and Mineral Resources (MEMR) visited the winning buildings of the 2023 Subroto Energy Efficiency Award or Penghargaan Subroto Bidang Efisiensi Energi (PSBE) and the 2024 National Energy Efficiency Award or Penghargaan Efisiensi Energi Nasional (PEEN). The locations visited are PUPR Office Building of Magelang City and the Truntum Gasblock Borobudur. Both buildings have shown extraordinary achievements in implementing energy efficiency.
The event began with a visit to the PUPR Office Building of Magelang City, as the Second Winner of the 2023 PSBE for the New Building Subcategory and the Third Winner of the 2022 PSBE for the Government Building Category. In her remarks, the Director General of New, Renewable Energy, and Energy Conservation (EBTKE), Mrs. Eniya Listiani Dewi, emphasized the importance of energy efficiency in achieving Indonesia's emission reduction targets. "The issue of energy efficiency has been around for a long time but has never been echoed. This is what I want to emphasize, namely through energy savings, implementing simple things can reduce emissions by up to 32%." She also revealed that as part of efforts to increase the implementation of energy efficiency, the Ministry of Energy and Mineral Resources is currently pushing for the ratification of the Ministerial Regulation regarding the Implementation of Energy Conservation by the Government and Regional Governments, which is also supported by the UK-PACT (Partnering for Accelerated Climate Transition) program.
The Regional Secretary of Magelang City, Mr. Hamzah Kholifi, added the importance of the PUPR Office Building as an example of the implementation of energy efficiency, he said "The PUPR Office Building of Magelang City was built with consideration of energy efficiency and has received several awards for the implementation of it. Hopefully this building can be a role model and the implementation of energy efficiency is translated into the Magelang City development plan that integrates Energy Management". He hopes that Magelang City and the surrounding areas can continue to contributes towards increasing energy efficiency in Indonesia.
The PUPR Office of Magelang City is one of the participants on the pilot projects that conduct technical assistance for the implementation of energy management in government buildings. The program is currently being implemented by IREEM Consortium (Institute for Natural Resources, Energy, and Environmental Management). This activity is part of a collaborative project between the Government of Indonesia and the British Government, under the UK-PACT program. The technical assistance in PUPR Magelang focuses on the preparation process of the construction of Magelang City Hall that integrates green building concepts. In addition to supporting the planning process, the UK-PACT Program also provides support for the green building certification process of the planning stage.
The Head of the PUPR Office of Magelang City, Mr. M.S. Kurniawan, in his presentation explained that the Detail Engineering Design (DED) plan for the City Hall Building has been completed, and construction is planned to begin in 2025 until 2026. He also expressed his appreciation for the Directorate General of EBTKE that has provide technical assistance for the planning stage of the Magelang Cityhall construction that integrates green building concept. "Hopefully, the Green Building concept in the City Hall building and the implementation of energy efficiency in the PUPR Office of Magelang City can set an example and be replicated in other government buildings," he said.
The Magelang City Hall is currently located on the land and building of the former Mako Akabri (owned by the TNI). There has been an agreement that the Magelang City Government will hand over the assets to the TNI. On the other hand, the Magelang City Government has received a land and building grant from the Ministry of Finance, namely the Financial Education and Training Agency (BPLK) building, located in the Magelang City Square area. Based on the agreement, the Magelang City Government must have moved 5.5 years from the signing of the agreement (September 13, 2022) or in March 2028. For this reason, the Magelang City Government will build a new City Hall in stages. Currently, plan is being made for the construction of a new City Hall Building. It is planned that the City Hall can be certified as a Green Building, particularly at the Planning Stage for New Building.
Support from the UK-PACT Mentari Energy Efficiency program includes Providing input for the development of the working framework for Tender document; Reviewing and providing input on development planning documents; Facilitating comparative study visits to Buildings in Surabaya and Jakarta; Support for the green building certification process. The event continued with a tour around the PUPR Office building of Magelang City to study the design of energy-efficient buildings and how the design can provide comfort for workers in the building. The group consisting of the Ministry of Energy and Mineral Resources, the PUPR of Magelang City, and the Regional Secretary of Magelang City went around the building while having a discussion until they had already reached the rooftop floor of PUPR office of Magelang City building.
After finishing at the PUPR Office of Magelang City, the visit continued to Truntum Gasblock Borobudur. This building won First Place in PEEN 2024 for the Tropical Building category. Mrs. Ivanna Laksmini Devi, as the President Director of PT Permata Graha Nusantara, gave a warm welcome by inviting the group from the Ministry of Energy and Mineral Resources and serving them lunch on the spot. After having lunch together, Mr. Ardika Maulana, as the Division Head, Commercial of PT Permata Graha Nusantara, gave a presentation regarding the Tropical Building Concept and the Implementation of Energy Conservation in Truntum Gasblock Borobudur. This concept integrates the existence of the building with the surrounding environment. He also expressed his hope that Truntum Gasblock Borobudur can inspire other Tropical Buildings to continue to prioritize Energy Efficiency in every aspect of their design.
Truntum Gasblock Borobudur stands on a 17,125 m² of land, with a green land ratio reaching 95.80%. PGNMAS restores the existing topographic conditions to conserve the authenticity and beauty of the area and the wisdom of local community life. Taking into account the characteristics of the highland climate, Truntum Gasblock Borobudur is designed with the concept of a Tropical Building that combines the building with the surrounding environment. This design aims to optimize the local microclimate and lower ambient temperatures, thus allowing the use of Natural Air Conditioning. Truntum Gasblock Borobudur is the result of partnership between PGNMAS and BUMDES Karangrejo that implement profit-sharing system for the use of Village-owned land for business activities.
The series of visits to the PEEN and PSBE Winner Buildings hoped to inspire the development of energy management applications in other government and local government buildings. This activity is expected to support the achievement of the national greenhouse gas emission reduction target while encouraging energy efficiency as part of Indonesia's development.
