The Ministry of Energy and Mineral Resources and the British Embassy Provide Technical Guidance on the Implementation of Energy Management in 29 Indonesian Provinces
Balikpapan, 16 July 2024 – Directorate of Energy Conservation, Directorate General of New, Renewable Energy and Energy Conservation (EBTKE), Ministry of Energy and Mineral Resources (ESDM) is collaborating with the British Embassy in Jakarta, through the UK PACT (United Kingdom Partnering) program for Accelerated Climate Transition) MENTARI Energy Efficiency, organizes Technical Guidance (Bimtek) activities for implementing energy management in government buildings. Bimtek activities have been held since 2023 and carried out in 8 cities in Indonesia1, covering 29 provinces and attended by 450 participants from 314 institutions, ministries/institutions, regional agencies, universities, hospitals and the public sector.
This series of Bimtek events was held to support climate change mitigation efforts through increasing energy efficiency and implementing Government Regulation no. 33 of 2023 concerning Energy Conservation which requires Central and Regional Government Agencies to implement energy management in the facilities and infrastructure they manage, including buildings. The eighth series of Bimtek[1], which also concluded a series of Bimtek activities, was held in Balikpapan City and attended by participants from provinces throughout Kalimantan. This technical guidance aims to increase the capacity of government building managers in carrying out energy management and implementing energy efficiency practices in their respective agencies. Bimtek participants learned about energy management systems based on ISO 50005:2021 and technical efforts to increase energy efficiency in buildings.
Director of Development at the British Embassy in Jakarta, Amanda McLoughlin, said: “The UK has always been a close partner in Indonesia's journey towards a sustainable energy transition. In his remarks, the Director of Energy Conservation, presented by Mr. Hendro Gunawan, Coordinator of Technical Guidance and Energy Conservation Cooperation, said that "The building sector is one of the largest sectors consuming national energy. Buildings consume up to 22% of energy, which needs attention in order to increase energy use efficiency. Currently, Government Regulation no. 33 of 2023 concerning Energy Conservation which mandates that all government agencies have an obligation to carry out energy management. For this reason, government building managers need to know and implement energy management measures." The Director of Energy Conservation hopes that this Bimtek activity can become a strategic step for local government agencies in implementing energy efficiency improvement techniques in the buildings they manage.
As the host of the Bimtek activity, Mrs. Elly Luchritia Nova, Head of the New, Renewable Energy and Energy Conservation Division, represented Plt. The Head of the East Kalimantan Province ESDM Service, said that the East Kalimantan Provincial Government had established Regional Regulation no. Government East Kalimantan Province always supports the government's efforts through the Independent Renewable Energy Action or AMET which encourages companies that have renewable energy potential to utilize it optimally for internal needs and to export the excess, with the aim of gradually reducing the use of fossil energy and reducing greenhouse gas emissions, both which results from burning fossil energy and from the release of methane due to the decay of organic materials into the air."
The Institute for Natural Resources, Energy and Environmental Management (IREEM) as one of the implementers of the UK PACT MENTARI Energy Efficiency program and organizer of the Bimtek implementation, has three main program components, namely: strengthening the capacity of energy efficiency and energy conservation practitioners in Indonesia, development and expansion energy efficiency pilot projects in provincial governments, and encourage policy development, communication, and collaboration among policymakers and stakeholders to improve long-term energy efficiency in Indonesia.
Mr. Arief Yunan as Director of IREEM stated that global building energy use is expected to grow more rapidly in the next 10 years. "Based on a 2021 study from the Building Engineering Journal, the growth in building area in Indonesia is very high and linear with the growth in energy consumption which is predicted to grow to 100% in the next 20 years. Electrical energy is the largest source of energy consumed by buildings and will continue to increase every year. "To mitigate the above aspects, a strategy to increase the energy efficiency of buildings is needed," said Mr. Arief. "Buildings that have been built or new buildings can build an energy management system that is able to support government building management in increasing energy efficiency in buildings. "By utilizing various energy management methodologies, buildings can be managed with optimal performance and energy use, accompanied by comfort and health of building occupancy."
