Energy Efficiency in Action: Training and Certification Program for Government Agency Energy Managers

South Tangerang, Banten: The Directorate of Energy Conservation of the Ministry of Energy and Mineral Resources (ESDM) in collaboration with IREEM, under the UK-PACT MENTARI Energy Efficiency program, has conducted a training and certification program for energy managers of government building managers from September 9 to 12, 2024, in South Tangerang. This activity is a strategic step to enhance awareness, knowledge, and skills of professionals responsible for energy management in government buildings.

"According to Government Regulation No. 33 of 2023, both the Government and Regional Governments are required to implement Energy Conservation through Energy Management. Therefore, it is necessary to appoint Energy Managers who hold a competency certificate," said Mr. Eko Sudharmawan – Sub-Coordinator of Technical Assistance, Directorate of Energy Conservation. This will provide additional benefits to institutions, as building managers will have the qualifications of an energy manager. The implementation of Energy Management in Government Buildings has successfully reduced emissions by 23,257 tons of CO2 equivalent in 2023.

The training was attended by 39 participants, 21% of whom were women. The participants came from 26 institutions across 12 provinces, including Aceh, North Sumatra, West Sumatra, Bengkulu, Riau, Riau Islands, North Kalimantan, East Kalimantan, South Kalimantan, West Kalimantan, Central Kalimantan, and DKI Jakarta.

The training lasted for three days, with two days allocated for material presentation and one day for portfolio preparation as part of the energy manager certification process. The training materials were based on the Indonesian National Competency Standards (SKKNI) No. 80 of 2015 for Energy Managers in Building Facilities. During the training, participants were divided into two groups in different classrooms, with instructors guiding the sessions: Mr. Parlindungan Marpaung and Mr. Titovianto Widyantoro.

Based on portfolio guidance results, 37 participants expressed their readiness to follow the Energy Manager certification process. In the certification competence test stage for Energy Managers, five assessors from the Energy Conservation Expert Association (HAKE) Certification Training Institute (LSP) participated. The competency testing phase included document verification, written exams, and interviews. Through this competency test, 36 participants were declared "Competent" and will receive energy manager competency certificates for building facilities from the National Professional Certification Agency (BNSP).
